The Program Manager is responsible for planning, directing, organizing and managing Federal, State and local grants and will monitor program operations, activities, services and staff consistent with Federal and State regulations and Agency policies and procedures. Implements quality assurance standards to ensure quality services to clients and customers.

This position is full-time with full benefits and starts out between $68,640 – $70,720 annually. Position will work three (3) days in the Santa Maria office and two (2) days in the Lompoc office. Countywide travel is required.

Supervisory Responsibilities Is responsible for the overall direction, coordination, and evaluation of staff. Carries out supervisory responsibilities in accordance with Agency policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 

Essential Duties and Responsibilities Other duties may be assigned.

  • Supervise and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; coordinate subordinate work assignments and review work to assure accuracy, completeness and compliance with establish standards, requirements and procedures.
  • Ensure that staff has the appropriate training to include that required for evidence-based programs/practices. Conduct needs assessments to determine training needs. Identify training or conduct trainings to cover required topics from funder.
  • Meet regularly with program staff, both as a group and individually, for program updates and issues, to plan program events/trainings, and to provide feedback and support.
  • Make recommendations to the Family and Youth Services and Human Resources Director on personnel actions such as employment, retention, promotion, discipline, and termination.
  • Work with Human Resources on recruitment and hiring of FYS staff and employee issues, including staff reductions.
  • Establish measures and standards to evaluate program results with program staff.
  • Ensure contracts are monitored and reports are submitted in a timely manner and provide assistance as needed to program staff to complete accurate and comprehensive reports.
  • Interface closely with the Fiscal and Family and Youth Services Director to develop and monitor contract budgets.
  • Monitor procurement activities in program.
  • Develop and maintain effective relationships with County Departments, County Cities, State partners and funders.
  • Develop and maintain networking relationships with public and private agencies that provide supporting services to at risk youth and their families.
  • Attend community events benefiting target population.
  • Participate in community and stakeholder meetings relevant to the scope of work.
  • Work with grant writer continuously to research and apply for funding for programs.
  • Ensure services are culturally proficient and trauma informed.
  • Performs other related duties as required by the Family Youth Services Director.

Knowledge, Skill and/or Ability Required

Education and/or Experience: Possession of a Bachelor’s degree in Psychology, Counseling, Education, Health Administration or related field and a minimum of two (2) years supervisory experience with three (3) years of providing services in health or human services programs or an equivalent combination of education and experience.  Two (2) years direct experience in managing government funded programs, including program and budget planning is highly desired.

Computer Skills To perform this job successfully, an individual should have knowledge of Project Management software; Spreadsheet software and Word Processing software.  Must have experience managing databases, utilizing outlook and navigating the internet.

Certificates, Licenses, Registrations Current valid California Driver’s license with ability to qualify for coverage under Agency insurance plan.

Other Skills and Abilities Ability to speak Spanish desirable.

Other Qualifications Must have reliable transportation with current insurance as County wide travel is required.
