Compensation: $35-$40/hr
Position Summary
The ECM/CS Program Manager is responsible for the overall management, compliance, billing, performance, and sustainability of Savie Health’s Enhanced Care Management (ECM) and Community Supports (CS) program. This role ensures the program complies with CenCal Health requirements while supporting ECM Lead Care Managers in delivering high-quality, patient-centered care coordination services. The Program Manager does not carry a routine caseload. However, they may be required to support with outreach and member encounters where necessary.
Core Responsibilities
Program Oversight & Compliance
- Oversee day-to-day operations of the ECM program, ensuring consistent documentation and implementation of established workflows across staff
- Ensure compliance with CenCal Health ECM requirements and documentation standards
- Conduct routine chart reviews and internal audits to monitor compliance and identify areas for improvement
- Develop, update, and refine ECM policies and procedures as needed to support operational effectiveness and payer requirements.
Billing & Reporting
- Oversee and/or complete ECM billing and invoicing, in coordination with administrative and finance support as applicable
- Ensure documentation supports billed services
- Track service utilization, enrollment, and outcomes
- Prepare required reports to remain in compliance with health plan regulations
Staff Supervision & Support
- Directly supervise ECM/CS Lead Care Managers, including performance management, coaching, accountability, and ongoing professional development
- Oversee caseload distribution, workload balance, and workflow efficiency across the ECM team
- Provide onboarding, training, coaching, and ongoing performance feedback to ECM/CS Lead Care Managers
- Facilitate team meetings and case conferences
Coordination & Integration
- Coordinate with clinical providers and leadership for escalation, care planning, and integration of ECM services into clinical workflows
- Support housing navigation, tenancy, sustaining, and community resource partnerships
- Serve as the primary internal point of accountability for ECM program operations and external ECM-related partnerships
Education & Experience
Education
- Bachelor’s degree in public health, social work, behavioral health, nursing, or a related field required
- Master’s degree preferred but not required
Experience
- Minimum 3-5 years of experience in care management, ECM, case management, or a related health or social services program
- Experience overseeing Medi-Cal or managed care programs strongly preferred
- Experience with billing, documentation review, compliance, and reporting
- Supervisory or team leadership experience required
- Experience working with underserved or high-need populations
Skills & Competencies
- Strong organizational and systems-thinking skills
- Ability to interpret payer requirements and apply them to daily operations
- Comfortable providing staff supervision and performance feedback
- Bilingual English/Spanish preferred
