THE POSITION
The City of Santa Barbara Parks and Recreation Department is seeking a dynamic Administrative Analyst I/II. This position performs a wide variety of highly responsible professional, analytical, administrative, and organizational duties for the Parks and Recreation Department. This position will be responsible for collecting and analyzing information from various sources on a variety of specialized topics, with an emphasis on assisting department management with annual development and monitoring of operating budgets, preparing and administering grant applications and contracts, completing a wide range of parks, urban forestry and recreation program assessments, implementing special projects, and conducting research and analysis for Parks and Recreation policy and planning initiatives. The ideal candidate will be responsible for handling complex projects and participating in the development and implementation of operational and administrative programs, community relations strategies, and policy initiatives. Incumbent will be responsible for tracking grant opportunities, developing a grant pursuit strategy, and preparing grant applications. This position will prepare and present reports to management, boards, committees and City Council. The ideal candidate will be flexible and possess good written and verbal communication skills and maintain cooperative working relationships with City personnel, outside agencies, and the public. Incumbent will perform duties with minimal direction, and exercise independent judgement and initiative within established guidelines.
Salary
Administrative Analyst I: $81,887.52 – $99,534.76 Annually
Administrative Analyst II: $93,691.00 – $113,882.60 Annually
Distinguishing Characteristics
Incumbents of this professional series perform increasingly difficult and complex administrative analysis tasks, conduct management studies, and coordinate projects. The I and II level are both at the journey level and the III is the advanced journey level. A distinguishing characteristic between the I and II is a combination of the scope, significance, and independence of the work performed and the level at which they are performing. The III level assumes more complex and specialized assignments, independently acts as the resident expert for City-wide projects, and is responsible for major projects at the City-wide level.

  • Perform responsible and difficult administrative work involving the use of independent judgment and personal initiative.
  • Prepare clear and concise reports.
  • Work independently in the absence of supervision.
  • Independently prepare correspondence and memoranda.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Work effectively as part of a team.
  • Use personal computers, including word processing, spreadsheet, database, and presentation applications.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Administrative Analyst I
One (1) year of responsible administrative and analytical experience preferably within a local government environment.
Administrative Analyst II
Two (2) years of responsible administrative and analytical experience preferably within a local government environment.
 
Education and/or Training:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, business administration or a related field.
