Under general supervision, responsible for the development and management of 2-1-1 Santa Barbara County. The 2-1-1 Santa Barbara County Program Manager will work with various non-profit agencies and county entities to strength and sustain 2-1-1 services for the public. This position is countywide.

Position is full-time with full benefits and starts out between $64,480 – $75,774.40 annually. This position is Hybrid: Remote & in person, location to be determined (Santa Maria, Lompoc, or Goleta).

Supervisory Responsibilities This job may have supervisory responsibilities. 

Essential Duties and ResponsibilitiesOther duties may be assigned.

  • Plan, organize, control and direct 2-1-1 Santa Barbara County, services, operations, and activities for the agency; establish and maintain related timelines and priorities; assure related activities comply with established standards, requirements, laws, codes, regulations, policies, and procedures.
  • Track and report on key 2-1-1 program statistics, e.g. call volume, trends, user experience, website analytics and other relevant information. Analyze the information and address any issues identified.
  • Forecast any needs with the program and proactively strategize how to address key decision making.
  • Develop program action plans and coordinate progress and completion of deliverables.
  • Coordinate the use of volunteers/interns to assist with the project. Supervise volunteers / interns to ensure they are trained appropriately, follow protocol, and perform to expected standards. Address any personnel issues that arise. Ensure staff have the appropriate training required by various contracts.
  • Perform and or oversee data entry and/or supervise support personnel data entry, adhering to database style guides and protocols. Responsible for the content in the iCarol database to be accurate and up to date to include editing or oversight of provider information in the database to be clear and concise for call specialist and the public, review for timely updates to occur at a minimum annually, vetted for completeness and accuracy and representative of all low cost /no cost health and human services available in Santa Barbara County.
  • Ensure integrity of 2-1-1 Santa Barbara County data by developing and conducting quality control activities. This includes review of database, response to identified issues, and surveys of partners related to service usefulness and accuracy, etc.
  • Develop and execute an ongoing marketing strategy for 2-1-1 Santa Barbara County to create public awareness. This effort is to include presentations at various meetings, community events, use of media, publicity, website, promotional materials, etc.
  • Effectively manage incident related information and coordinate with state, county, and local partners before, during, and after disasters/events.
  • Keep the 2-1-1 website up to date, monitor down time, interface issues, and end user experience.
  • Inform local funders, and board members of program status through reports, meetings, and presentations.
  • Build partnerships with county and city staff to inform them of 2-1-1 efforts in their community. Present at Board of Supervisor and City Council as appropriate.
  • Build relationships with call center management staff and address issues that arise with service level and delivery.
  • Attend and participate in 2-1-1 Santa Barbara County at local and state meetings to include Central Coast Collaborative and 2-1-1 California. Work with 2-1-1 California to advocate at the state about uses and needs of 2-1-1 statewide to further the 211 mission and priorities.
  • Work to identify expansion and innovative practices for 2-1-1 Santa Barbara County.
  • Stay in touch with new technology and trends related to 2-1-1 and make changes as needed to be relevant. Attend related training and work with peers in other counties around best practices and leveraging resources.
  • Pursue projects with partners that are mutually beneficial, add value and are fiscally feasible. Develop cost analysis and invoices based on business methodology.
  • Support the development of grants and proposals to secure public and private funds.
  • Prepare strategies for fundraising and the implementation of program growth.
  • Evaluation of all contracts and MOU’s Manage and coordinate grant processes Support grant opportunities and funding diversification efforts for 211 by participating in collaborative efforts when applying for grants or other sources of funding.
  • Identify new supportive technology for tracking and reporting.
  • Evaluating and assessing the programs’ strengths and weaknesses
  • Track and report on 2-1-1 Santa Barbara County program expenditures to Program Director.
  • Performs other related duties as required by the Program Director.

Knowledge, Skill & Ability Required

Education and/or Experience: Possession of a Bachelor’s degree in Psychology, Counseling, Education, Health Administration or related field and a minimum of two (2) years of related experience in social services, or an equivalent combination of education and experience.  Two (2) years direct experience in managing government funded programs, including program and budget planning is highly desired.

Computer Skills To perform this position successfully, an individual must have knowledge of Internet software; Spreadsheet software, Word Processing software and have a working understanding of specialized database applications.

Certificates, Licenses, Registrations Current valid California Driver’s License with ability to qualify for coverage under Agency insurance plan.

Other Skills and Abilities Bilingual (English/Spanish) preferred.
