The Department of Social Services is currently accepting applications to fill one full-time Farmworker Resource Center Coordinator vacancy in Santa Maria with Workforce Development Board, Farmworker Resources Center. The job classification for this position is a Department Business Specialist II. This is a full-time position that will report in-person to centers throughout the County of Santa Barbara.
THE POSITION: The Farmworker Resource Center Coordinator supports departmental staff in the proper and efficient application of business policies and processes, as well as fiscal and/or information system analysis in order to improve the service delivery of programs. This position may also analyze and report on program requirements. All DBS’ are subject matter experts in their respective programs, providing line staff support with guidance on local, state, and/or federal program regulations, employment law, Memoranda of Understanding, Civil Services Rules, and county and department policies and procedures, as well as development and maintenance of policies and procedures and tools, and troubleshooting of automated systems.
Workforce Development Board/Santa Barbara County Farmworker Resource Center (SBCFRC) The Santa Barbara County Farmworker Resource Center (SBCFRC) will provide farmworkers and their families with closed-loop referrals, warm handoffs, and information on the resources available from County departments, County Partners, and community-based organizations. The SBCFRC will be a mobile resource center that will travel countywide, with a strong emphasis on availability after work hours and on weekends. The center will conduct outreach countywide, serving as a one-stop shop providing information, on available resources and services. The information and access to services, range from but not limited to the following: labor and employment rights, employment assistance and advocacy, education access and support, financial assistance, emergency supportive assistance and referrals, and health and human services. The Goals of the Farmworker Resource Center is to build trust and relationships with farmworkers, their communities, employers, and growers to address the challenges and needs faced by farmworkers.
The Farmworker Resource Center Coordinator, will be assigned supervisory responsibilities over other professional staff and will be responsible for the implementation and oversight of the SBCFRC. Responsibilities include managing staff, maintaining outreach plan and comprehensive schedule for the SBCFRC, implementing and coordinating Community Advisory Workgroup, implementing and maintaining case management portal, website, and social media sites, and creating and maintaining a network of community partners that will be providing the services for the center. Will be responsible for reporting activities and acting as the liaison with State and community stakeholders. Incumbent is expected to be knowledgeable in department business processes and at least one of the following: critical program regulations; governmental fiscal record keeping – including budget, contract, and grant preparation and monitoring; or automated systems.

Examples of Duties
- Researches and analyzes rules, regulations, legislation, and procedures to determine their impact on departmental processes, reporting, and fiscal requirements; develops and recommends policies and procedures; and identifies and validates business process requirements, critical success factors, and fiscal, technological, and environmental constraints and assumptions.
- Develops written procedures to implement adopted policy or to clarify and describe standard practices; coordinates the development or revision of policies and procedures to support new processes and systems, reduce costs, enhance revenue, and maximize service levels; evaluates organizational impact of changes; prepares response strategies; designs and improves forms; and coordinates publication and dissemination of such material.
- Serves as liaison with clients and representatives of private businesses, state and/or federal agencies, and other County departments to coordinate special projects and to provide specified administrative services such as budget reports generated from automated financial systems or contracts for services based on an analysis of program needs and available funding; represents the department in the development of, or change in, programs and regulations; and gathers information for use in assigned studies or management decisions.
- Participates in meetings and presents data to assist managers in making operational and administrative decisions.
- Acts as program expert in answering staff questions, liaison with auditors on programmatic matters, and may conduct quality assurance reviews on cases.
- Serves as a liaison with Resource Families, contractors, and /or service providers and may conduct activities including but not limited to outreach, recruitment, retention, training, and oversight. This will include hosting resource fairs and participating in other community events in collaboration with community partners, as well as conducting monthly radio interviews or other media spots, with interviews being conducted in English, Spanish, and one indigenous language.
- Coordinates the Santa Barbara County Farmworker Resource Center (SBCFRC)
- Supervises Career Employment Specialists (CES).
- Collaborates with growers to conduct monthly outreach and attend, as needed, community industry meeting to discuss ongoing and emerging needs and the delivery of services and referrals.
- Coordinates the creation and maintenance of the SBCFRC website and creates a social media channel (Facebook/Instagram) to post relevant information.
- Uses a secure texting platform to relay education and information to farmworkers, and allows farmworkers to correspond directly with SBCFRC personnel.
- Facilitates, coordinates, and advertises at least six resource events per year, around Santa Barbara County in collaboration with the Mexican Consulate and other organizations.
- Creates or shares information videos in various languages about various topics and resources located in the County.. Examples include, but are not limited to, Occupational Health and Safety Issues, Financial literacy, utility assistance, citizenship and immigration services, childcare, etc.
- Develops reporting tools and dashboard in order to coordinate and track all services, referrals and outreach with growers, CBOS and county agencies.
- Collaborates with agricultural employers to identify and address the needs of their organizations/employees.
Employment Standards
- Possession of a bachelor’s degree in business administration, public administration, sociology, counseling, social work, psychology, vocational guidance, or other related field AND two years of professional experience analyzing general business processes, including (a) fiscal management, budgeting, grant preparation and monitoring, and contract management; (b) automated systems; or (c) specialized program business systems used by the hiring department; OR,
- Possession of an associate’s degree in business administration, public administration, sociology, counseling, social work, psychology, vocational guidance or other related field AND four years of professional experience analyzing general business processes, including (a) fiscal management, budgeting, grant preparation and monitoring, and contract management; (b) automated systems; or (c) specialized program business systems used by the hiring department; ; OR,
- Six years of professional experience analyzing general business processes, including (a) fiscal management, budgeting, grant preparation and monitoring, and contract management; (b) automated systems; or (c) specialized program business systems used by the hiring department; OR,
- A combination of training, education, and/or experience that is equivalent to one of the employment standards listed above and that provides the required competencies.

Additional Information:
- Independent travel throughout the county and state will be required. Possession of a valid Class C Driver’s License will be required at the time of appointment.
- Fingerprinting for the purpose of a criminal record check as authorized by Section 16501 of the California Welfare and Institutions Code and Section 11105.3 of the California Penal Code may be required for some positions.
- Current technical or professional knowledge of the complex principles, methods, standards, and techniques associated with the scope of work of a recognized profession.
- May be required to work on weekends and work outside in a variety of weather.
