CALM is seeking a talented and experienced Program Manager to serve as the leader of its school-based team. The Program Manager is responsible for the overall direction, implementation, supervision, and evaluation ensuring their specific program(s) meets CALM’s program standards, contract requirements and strategic plan. The successful manager is responsible for quality, effectiveness, and efficiency of the department. Job duties include coordination of the program, staff management, clinical and administrative supervision, and compliance with grants and contract requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Under the direction of the Regional Manager (RM), develops policies, procedures, workflow processes, and measurable goals for the department.
Implements, manages, and evaluates all aspects of the department.
Directs, plans, and coordinates the work of department staff, including administrative supervision in accordance with applicable laws and regulations, and in within the organization’s personnel policies.
Determines department structure, staff positions, levels, schedules, and workflow. Adjusts schedules and staffing levels to ensure that organizational goals are efficiently met.
In consultation with the RM, recruits, interviews, hires, trains, coaches, and evaluates program staff.
Implements process changes when needed to improve the efficiency, effectiveness, and performance of the department.
Facilitates team meetings to maintain effective communication. Promotes an open, inclusive work environment that emphasizes cooperation and teamwork, and builds trust while ensuring accountability.
Assists RM with the development of department budget. Manages operating expenses within the approved budget.
Plans and supervises an efficient and responsive intake procedure, including determining prospective client eligibility for services and assigning and tracking cases.
Ensures high ethical/legal standards for clinical practice, including the proper maintenance of client files.
Ensures the supervision and management of clinical and program data and addresses concerns with staff in a timely and professional manner.
Ensures that staff complete timely and adequate documentation of services provided.
Compiles, maintains, and reports on the monthly, quarterly, and annual program statistics and outcomes with a focus on continuous improvement and learning.
Represents the department in various community settings and builds effective collaborations with all community partners. Attends school district and partner agency meetings, as needed.
Analyzes trends in the program area, identifying issues and developing and recommending solutions to RM and/or DCO.
Works directly with school district personnel and serves as the primary liaison between CALM and district administration.
Ensures that all grant and contract requirements are met.
Collaborates with RM and the development department to identify funding opportunities.
Supports staff in the on-going development of relevant curriculum materials.
Provides limited direct clinical service, as needed.

EDUCATION and/or EXPERIENCE:

LCSW, LMFT, from an accredited university or college, with a license for a minimum of two years, or Licensed Psychologist required.
Able to provide clinical supervision.
A minimum of 3-5 years of related work experience in a behavioral health agency or educational institution required. Experience working with ages 3–14 preferred. Experience in a teaching or training position in a non-profit behavioral health agency preferred.
Knowledge and understanding of legal, ethical, and evidence-based practice required.
Knowledge of the public school system required.
Knowledge of HIPAA required.

QUALIFICATIONS

Must have a passion for CALM’s mission and the ability to convey that passion to others.
Strong computer knowledge, using PC, Microsoft Word and Excel, and Outlook.
Excellent verbal/written communication, analytical, and problem-solving skills.
Public speaking skills and ability to network within the community.
Able to respond effectively to sensitive inquiries or complaints.
Able to work in busy environment, under pressure, without compromising accuracy, attention to detail or courtesy to staff and others.
Able to prioritize competing responsibilities and meet deadlines in a timely manner.
Able to demonstrate sound judgment, initiative, and critical thinking.
Must have strong interpersonal and leadership skills and the ability to take decisions.
Must be flexible and have the ability to collaborate with others.
Must have a positive attitude and be a contributing member of the leadership team.
Must have respect for confidentiality; ability to work with discretion and integrity.
Must have valid CA drivers’ license, clean DMV, reliable transportation, and criminal record clearance from DOJ.
Ability to interact with all ages and cultural backgrounds.
Bilingual (Spanish) preferred.
